Observation supervision

This section documents the observation supervision utilities used to stabilize and validate observation state transitions derived from multiple subsystems.

The supervision layer:

• buffers asynchronous subsystem updates,

• applies debounce and max-latency timing,

• evaluates scan consistency rules,

• publishes a final ObsState through the state model.
