Observation supervision
#######################

This section documents the observation supervision utilities used to
stabilize and validate observation state transitions derived from
multiple subsystems.

The supervision layer:

- buffers asynchronous subsystem updates,
- applies debounce and max-latency timing,
- evaluates scan consistency rules,
- publishes a final ObsState through the state model.
