Consistency policies

Consistency policies determine whether the combination of observing states reported by multiple subsystems represents a safe and meaningful system condition.

They are primarily used during critical operational phases, such as active scanning, where temporary inconsistencies or missing subsystems may indicate degraded behavior or fault conditions.

A policy evaluation produces a decision describing: - the target observing state to be applied, - whether a consistency fault should be raised, - whether state publication should bypass debounce delays.
