Convert fluxes of Stokes I polarisation to Stokes IQUV. It fills in the QUV polarisations with 0.

Parameters:

flux_i – numpy array of shape [nfreq, 1]

Return flux_iquv:

numpy array of shape [nfreq, npol], where npol = 4
