WOM-1504: Use latest SKA images as base for deployment image and latest uv-build containing security updates.

WOM-1477: The unit conversion settings are read and validated after connecting to a weather station, before the DS starts polling data.

WOM-1451: Implemented the LowWeatherMonitoring Tango device that exposes the wind speed, wind direction, temperature, pressure, humidity, and rainfall rate of a Davis Vantage Pro2 weather station as Tango attributes with units, descriptions, alarm limits, and change event settings derived from the station configuration.
WOM-1451: Added an OCI image and Helm chart for deployment. Allows configuration of the station instances and Modbus hosts and ports. The chart defaults to five stations with optional simulators for local deployments.
WOM-1451: Added an EDA archiving configuration and a local HDB++ test setup for checking that weather readings can be archived from a Minikube deployment.
