User guide

The functionality provided by ska_tango_testing falls into three groups.

1. Support for setting up test harnesses.

2. Support for asserting on asynchronous behaviour, such as the receipt of Tango change events.

3. Support for capturing change events from tango devices in a integration test environment, and then asserting on them.
