Decision model

A consistency evaluation produces a decision describing the outcome of the policy assessment.

The decision represents a semantic contract between the consistency policy and the supervision layer.

It captures: - the observing state that should be applied, - optional diagnostic information describing inconsistencies, - whether the condition represents a hard consistency fault, - whether state publication should bypass debounce delays.

The supervision layer consumes this decision to drive state transitions and fault handling.
